 * Currently, I have a top 20 popular post listed. I would like to cut that down
to 10 and add a separate “Recurring” list for anything 6 months older.
 * As my traffic has increased exponentially, a lot of that is beginning to show
up in the “Popular” list despite the age.
 * To keep the old and the current separated, I’d prefer a “Popular” list that only
includes posts for the past 6 months and a “Recurring” list for anything older
   than that. Is that possible?

 * Yes. You can put two widgets, where the first is set to Custom period 180 days
and second to Overall which would get all posts irrespective of time.
 * What you can’t do is have a set of posts from before 6 months to forever.
