 * Is the web server running on PHP 7.3+?
 * GWT (“government web template for wordpress” from “iGov Philippines Project”)
   is only tested on PHP 7.3+ and above, and not PHP 8.
 * If you do not know how to deal with the above, you’ll need to contact the admin
   and let them know that you’ve encountered such error. The solution is likely 
   to have the software run on PHP 7.3+ and not PHP 8.
