There’s should be a popup on the first activation that can be dismissed but it seems that something on your installation is blocking the popup to show up so you can’t close it.
This would usually mean that there’s a conflict somewhere that is causing JS error and blocking the script from running properly.
Can you try performing a conflict test by disabling your other plugins and switch to default WP theme to see if it works after that and if you can dismiss the layout on Widgets page.
I would suggest having a full site backup ready before performing this test.
