Under Construction doesn’t work with caching

I had a look at some of the topics here and I noticed a trend. When you switch OFF the UCP some caches (servers and browsers) don’t seem to figure out that the static page has gone and they should now retrieve the live website.
UCP isn’t switching off properly. When a browser or cache server gets a request for a website page it will check with the live server to see if the page needs updating. At this point, UCG should be off, but something gets returned to the browser or cache server saying that it doesn’t need to update, so it sticks with the under construction page. Note that some browsers or cache servers seem ok with this, but some aren’t and they continue to serve up the under construction page despite the fact that the UCP plugin is deactivated.
I work with 20i and whenever one of my clients switches off UCP I have to purge their edge caches to enable users to get back to the website.
There’s definitely something wrong else this many people wouldn’t be having problems when UCP is deactivated.
