Unstoppable Spam / Failed Orders

We are having issues with a site getting hammered with spam orders. They all have the status of failed or cancelled. The issue is they all come from unique names, emails, address and IP Address. so auto blocking rules don’t work.
We have the following measures in place:
– Fraud Prevention For WooCommerce and EDD
– CAPTCHA 4WP
– reCAPTCHA for WooCommerce
– WP Armour Extended – Honeypot Anti Spam
Each batch of spam orders can be hundreds or thousands. Each batch does seems to use different addresses but all have the same ZIP CODE per batch. Not sure if there is a way to set a rule for “if more than 2 orders fail with same zip code then block that zip code for 24 hours)Or does anyone else have any other smart ideas? Haven’t seen anything as sophisticated or persistent as this before!
