    The Zip file of the 2.5.1 release has no directory structure. Do I upload the files to my current wp/admin directory? It’s been so long since I’ve done an upgrade, I’ve forgotten.

    The zip file does have a directory structure, it contains a folder called wordpress, with wp-content, wp-admin, and wp-includes folders (and subfolders) as well as 22 files.

    That’s the rub. The zip archive currently in place for download has no directory structure. All files are located in the root of the zip file.

    The structure is correct. 3 folders and 22 files, that includes one license.txt and one readme.html. I just verified it from a newly downloaded .zip file.

    tar.gz file is good too.

    Go figure. The version of WinZip I am/was using completely ignored the directory structure when unzipping.

    Upgraded WinZip; problem solved.
