Upgrade order denied

Hello,
we would like to order Booking Calendar MultiUser (developer edition) version
UPGRADE FROM BOOKING CALENDAR BUSINESS MEDIUM (DEVELOPER EDITION) VERSION.
After filling all details in the order, error message appeared:”Order denied”.Any ideas what could be problem and how to solve it?
