How do I let user upload files from the frontend?
The user level will be Contributor, I want them only to upload and download files.
They can’t create or edit any content

The only pro should work fine. But if you want simpler and dropbox like UI and additional features like, user-specific access control, you will need special pack https://www.wpdownloadmanager.com/download/wordpress-download-manager-special-pack/ and https://www.wpdownloadmanager.com/download/file-hosting-sharing-add-on/
