upload updated document

I would like to update a file, so that it has the same ID. I see in the documentation about the Download Manager plug it says “Move, copy, edit files.”
I’m fine with editing it. Or whatever I need to do to just have it keep the same ID since folks already have that download link.
Should I use the asset manager, delete the old file, upload the updated version, and if the file has the same name, then it will get the same ID?
