Uploading image

Posting this again as no one has responded in 48 hrs. I can’t upload an image. I was told to place an “uploads” folder in wp-content. Make sure permissions is set at 777. But no uploads take place. Is there any way to test uploading on a known working theme, as I have tried four so far. Is there a way to test things period? What is the problem here? ;-( Thanks. R
