 * I have a purchased job plugin and I want to create a user role with access to
   that. I tried checking everything in the custom section that says anything about
   job and the user can view and enter info for a new job but when publish is clicked
   they receive a message about not having permission.

 * As user may add new job I suppose that job plugin uses standard post type permissions.
   Check if publish_posts capability is included into your role.

 * As it is a paid product I can not test it.
    Did you tried to contact the purchased
   plugin support?

 * Thank you. It ended up not even needing publish_posts. It needed manage_categories,
   manage_options, read, edit_posts, and delete_published_posts.
    It was the edit_posts
   that fixed the access problem.
