    NEED HELP… moodle 3.6.3. REST IS ENABLED IN MOODLE BUT USER DOES NOT

 * Are you using the en_us language pack as your default language? I was having 
   the same issue until I changed ours back to en and defaulted the users to en_us
   to resolve the issue.
