User Hierarchy

Is there a way to have a user hierarchy. Like if an Organization Admin signed up for a subscription, then that person would be able to add/edit/delete users under him, but another organization admins would not see those users? I have a portal where the organization admin will be able to add facilities and employees for his own organization to have access to the portal and functions.
