 * but how do I get android and apple devices to recognize localhost?

 * You can’t. If you want to view wordpress on the machine running xampp from other
   devices on your own network, you must assign the machine you installed wordpress
   on a static _internal_ ip address, and then install wordpress using that internal
   ip address, rather than by using “localhost” in the installation path. Then you
   should be able to access it from any device on your own private network by using
   the internal ip address of the machine it’s installed on.

 * How do I do this … I tried using the IP address route … it would show the install
   page of xampp … but not the wordpress site … eventually getting a “Fatal error”…
 * is there some documentation that explains int detail how to do this? or would
   you be able to explain what needs to be done?

 * I could explain it in detail, but that very often becomes a protracted and tedious
   process in a forum setting such as this. It actually encompasses instructions
   on how to set up and administer your home WordPress development environment and
   private network settings. Both are beyond the scope of what the forum is actually
   for.
 * My best recommendation is to start by consulting Google for popular tutorials
   and documentation on installing and configuring XAMPP for development use with
   WordPress, on whatever OS you have it installed on. Be specific in your keyword
   searches and you should be able to find tons of good how-to’s and documentation.
   It might take some time, but it makes more sense as you start to learn and progress.
