Your public computer probably has the software to make them (notepad) but I don’t think it can upload them. * There are plugins that create the Child Theme for you, but that doesn’t get away from the issue of you needing to create a functions.php file and upload your plugins into your Child Theme folder. * Could you return to this at another date when you have a personal computer available?
