 * Can you use WordPress to edit/post to a blog already on WordPress.com?
 * I just downloaded the program and I’m confused about editing the wp-config-sample.
   php where I need to enter the name of a database, etc.

 * no. .org is the self hosted solution. you’ll need to have your own hosting.
