Visual Editor not working for some users

Hello, I recently added a new user and he cannot see the full visual editor buttons.
His screen looks like this:

Here are what we know / have done:

• TinyMCE Advanced is activated
• He cleared cache
• Checked his profile. Visual editor is NOT disabled
• I checked wp-config.php, but I cannot find define( ‘CONCATENATE_SCRIPTS’, true (or false));

Is there anything other than editing php file that I can try? Also, if I need to edit the php file, where “define(‘CONCATENATE…” should be added?
