 * If I created a site on Visual studio, am I able to publish it to my wordpress?

 * Most likely not.
 * If you used VS to create a theme on a WordPress installation and added the pages,
   etc through the WordPress admin area, then yes, you can move that to where you
   want it to be live.
 * If you created a static HTML site, then no you cannot just move that to WordPress.
   You have to create a WordPress theme, and then use the admin area to set up your
   pages/posts/etc.
