   and then upload them to the WordPress folder?

 * No, WordPress doesn’t create **_static_** files. WordPress is a **_dynamic_**
   database-driven content management system, and the pages on the site are stored
   in the WordPress database.

 * You can, however, use Visual Studio Code (or any other text editor) to create/
   edit the theme files. The theme’s PHP, CSS and JavaScript files control the overall
   layout and style of the pages… but the actual content on the pages are fetched
