 * A couple of times per day the website is going down.
 * I have turned off all plugins
 * When the site does go down, I can access the /license.txt file from the website
   so I believe it is a database issue?
 * I have spoken to the host and they have been no help.
 * error is either a http 500 error or
    this error shows in wp-admin sometimes. 
   Error establishing a database connection This either means that the username 
   and password information in your wp-config.php file is incorrect or we can’t 
   contact the database server at localhost. This could mean your host’s database
   server is down. • Are you sure you have the correct username and password? • 
   Are you sure that you have typed the correct hostname? • Are you sure that the
   database server is running? If you’re unsure what these terms mean you should
   probably contact your host. If you still need help you can always visit the WordPress
   Support Forums.

 * setup a [uptime monitor](https://www.google.co.in/search?client=ubuntu&channel=fs&q=uptime+monitor+&ie=utf-8&oe=utf-8&gfe_rd=cr&ei=7o0YV8uVGIrT8gekt6qgCw)
   to get stats on when website goes down.
 * enable [error loggin](https://codex.wordpress.org/Debugging_in_WordPress)g and
   check it regularly for errors.
 * as you mentioned website goes down regularly , i ll advise to setup caching plugin
   like super cache and check if it improves the situation. other than that website
   shoudnt go down such frequently. i suppose your host is having some issues.
