What is this Plugin Called?

I’m trying to find a shortcode or widget that allows me to place a horizontal separator with a different background color that has text in it.

If you scroll down, the page itself has a whitebackground, but there are areas where the twitter feed shows and has a gray background.

I’m looking for this function, except without twitter and edit-able text.
