You may add “edit_theme_options” capability to the Editor role for that.

But what if i only want the user to change the widgets and not the Theme?

I wrote special plugin to help you
http://role-editor.com/allow-access-appearance-menu-items/
It automatically allows “Widgets” and “Menus” items from the “Appearance” submenu for the role “Editor”.
