 * I’m helping someone with various blog issues and in the process have found this;
   even with the default theme installed nothing shows up on the widgets page by
   nothing I mean it [looks like this](http://i120.photobucket.com/albums/o184/bloggingchange/widgetpage.gif)
 * Would a fresh install or upgrade solve the issue? or is there a simpler fix?
 * currently the blog is running 2.2.3
