Windows 7 Permission error when uploading plugin

Hi Guys. I’m getting a permission error when uploading a plugin.

The uploaded file could not be moved to B:\wamp\www\houtbayprop\wordpress/wp-content/uploads.”

Running Win7, Wamp 2.0. The pluging uploads fine on my XP partition also running the same Wamp and WP, so it’s obviously a Win7 permission thing. I went as far as to give user full control over all the folders leading up the the wp-content/uploads dir and uploads dir it self. Also checked in Miscellaneous Settings to make sure dir is correct. I know it’s more a Win 7 thing, but hoping someone has experienced this error. Thanks
