 * Hi, I had the white screen of death yesterday, running an earlier version of 
   WordPress and was unable to determine the issue. Today I decided to do a complete
   new installation of the latest version of WordPress 3.6.1.
 * Upon completing the install and updating the config.php file with the new information
   I am unable to access the admin site to reload my site.

 * Try checking your site’s error logs for messages. Your hosts should be able to
   help you accessing your site’s error logs.

 * It appears to be a file permission issue, I look at line 21 in wp-setting and
   do not see any access
