WordPress 3.8 Menus Don't Work – Dashed Boxes

Hello,

Whenever I try to move a menu item around, dashed boxes appear. I have been unable to change our menus since the 3.8 update. Please see this image: https://stmaryelgin.org/wp-content/uploads/2014/02/Screen-Shot-2014-02-10-at-8.14.57-PM.png

I have tried reinstalling WordPress, replacing all the files except wp-content, and trying different themes.

Any help would be greatly appreciated.
