WordPress 6.9 non-Admin users cannot edit pages.

Since my website automatically updated to WordPress 6.9, users cannot see any Pages/Posts in the admin dashboard, and they cannot edit pages/posts with a direct link. My website has 14 pages that can all be viewed in the admin dashboard by an Administrator.
Ever since updating to WordPress 6.9, non-admin users that should have permission to view/edit pages cannot view or edit them.
Even with a direct link, these users cannot edit any pages at all. “Sorry, you are not allowed to edit this item.”
I don’t have any specific permissions set on any users, but I do have PP Capabilities set up to give access to pages/posts. If I disable PublishPress Permissions, the capabilities work as normal. I would normally just disable PublishPress Permissions, but I have other websites that rely on it that are having the same issue. I went line by line down the permissions settings and couldn’t find anything, but maybe I missed something.
