WordPress access to BlueHost cPanel

Hello, I’m very new to WordPress and I am confused about whether I should install it.
I am just trying to set up a personal blog, and I have made the payment to get a domain on Bluehost. I’m able to access my website and there doesn’t seem to be any problem. So should I install WordPress? What does the installation mean (is it necessary for every site?) and what change does it make to the website’s status?
I’m reading this post on wpbeginner: https://www.wpbeginner.com/how-to-install-wordpress/#installlocal, and it says that I must access the BlueHost “cpanel” to install WordPress, which I cannot find.
