 * Can a PHP function call to a remote server be programmed into WordPress?
 * I currently am not using WordPress on my website. (www.keepitlocaltn.com)The 
   site is currently built on a membership software where the files are encrypted
   and apparently will not allow a PHP function call. If you go to my current site,
   I need to set up a PHP function call on the buttons labeled “Activate a Card”
   and “Check Card Balance”

 * Should be able to, sure. Just a matter of where you want the php call to go. 
   You may need a plugin to allow PHP code in posts/pages/widgets.
