Try activating a plugin like akismet or spam destroyer.
Spammers are annoying, but unfortunately, they are not part of everyday life.
IF the Spamming activity still persist, you will need to contact your hosting provider.

use plugin like limt login attempts for security
If akismet is activated that should more than required.
You might have approved some comments which were SPAM and this results in akismet not recognizing comments from that person as SPAM . So go back to all approved comments and delete or mark as SPAM wherever necessary.
btw blocking country ip is not going to prevent Spam . Its just going to prevent viewers from that region
