 * WordPress need to have an option of New Plugins, which shows newly added plugins
   to users. So they may know that there are new Plugins added to WordPress.

 * There are too many plugins and many are added to repo everyday.
 * While themes are less multipurpose than plugins, it is possible to filter by 
   newly added themes.
 * Plugins are very multipurpose and offering all newly added without additional
   filtering could be bad idea.
