 * When you say you disabled ALL plugins does that include AIOWPS?
    If you disabled
the AIOWPS plugin and removed the aiowps directives from your .htaccess file
then this plugin is not causing this behaviour.
 * If you haven’t disabled the AIOWPS plugin then please [do these steps](https://wpsolutions-hq.com/aiowps-troubleshooting-recovery-tips/#locked-out).

 * Since you say you disabled AIOWPS plugin – have you tried doing a plugin/theme
conflict test to see if another plugin or your theme is causing this?
