    I am planning to set up a micro jobs site like fiverr.com
 * Do I need to set up a basic wp site first?

 * If I wanted to do that, I would set up a basic WordPress site on my own computer.
   Then I would install a suitable theme, and create a child theme to customize 
   it. I would also create a custom plugin to add function to the site, and some
   sample content. When the site is all working, I would transfer it to an Internet
   server. The [Codex](http://codex.wordpress.org/) has more information.
