 * 1) why is error_reporting set in two places?
    wp-load and wp-settings I customize
   wp-load, should not have to edit both!
 * 2) E_RECOVERABLE_ERROR
    this was added in 2.81 and requires php 5.20+ Please 
   change WP requirements to reflect this.
