1. To translate discount table:
You can search for strings and translate via WPML.
If the texts are not shown while searching then -> you can add texts in pot file, import it and then translate strings.

2. For showing discount table in all language:
Basically, if you are using WPML on your site -> You will have to choose the languages to which the discount rules applies for in “Rule Limits” while creating the rule.

With this option, you can be able to provide discounts for each languages and can also provide different discounts for languages.

The string translations work as you mention. Regarding showing the discount table in different languages: I’ve tried the solution you provided but this didn’t work for me. After some testing I’ve figured out you also need to add the translated product / category in the filter. Now the table is also showing on translated pages.
