Wrong tax in checkout process

Hello,
Have issue with taxes, in checkout process applied taxes based on shop location, but in tax settings chosen “Calculate Tax Based On: customer shipping address”

However on product pages price display correctly, with customers based country tax but then after adding to cart applied taxes based on shop location
