 * Paypal generates that sort of code as part of the donation button. I’ve generated
   buttons like that myself. The encrypted code basically says who the donation 
   goes to, options, amounts, etc.
 * We don’t have a specific ban on encrypted code, instead we ban malicious code
   of any sort. Most of the time, encrypted code is malicious. But Paypal donation
   buttons to the theme authors, especially on a theme options page, are not.
