Im in the same situation, I cant change the theme of my customer. I think that’s ocurring since the last upgrade, because they have never complained of that.
Im using wordpress 8.4.1 with contact form 4.9
Anyways the plugin its free so I cant complain of that 😀

I think that’s not the problem.
I have the same and occurs because the message does not come out of “Sent” then the user gives to send several times and that is why we get several emails
