I got it. It was under settings>Reading. You can designate a page built through “Pages” as your homepage. Then on the dash board the “Set up your homepage” disappears and it now says “Edit your frontpage” instead.

This says go to My Sites – customize – homepage settings. I don’t see ‘My Sites’ in the backend menu

Settings>General just has some basic info setting. That doesn’t allow you to build the landing page like when your in Post, or Pages. I’m assuming what I’m looking for is behind this error message but I just build a new website and deactivated all the plug-ins and I’m still getting the Bad Request.
