update:
It seems that the directory structure that unpacking the zip file makes is incorrect.
I was able to make the plugin work by moving the tag_cloud directory up to the same level as the “configurable_tag_cloud_widget” directory made by the installer.

Same for me – the plugin does not show up in the admin screen (plugins, widgets, settings etc.)
