I’m having the same kind of issues, but only when viewed through a mobile browser. Just gray boxes instead of images. Works fine on desktop and tablet versions. Not much help, but commisserating I guess.
You should be able to drag the order to your desired settings using the photo icons that load as circles in the popup when you initial setup the carousel shortcode settings. At least it worked for me. Hope that helps.
