Try testing the rotation with a really small image (less than 1mb) and see if it works. Just to be 100% clear, if you go to your media in your WP dashboard, click on the image, and have the menu with cropping and rotation, clicking on the rotations do nothing? Can you elaborate a bit on “this image won’t work at all”?
