Unfortunately, the current version of the marquee isn’t compatible with RTL websites. It seems your website is generating CSS from other custom sources, and the source that combines these styles doesn’t include the updated marquee CSS. This could potentially be caused by WP Rocket or another caching plugin. * Could you please try deactivating all plugins except Elementor and the Marquee Addons plugin, then check again?
