 * It turns out that it’s a cache issue. Both sites also use W3Cache with Couldflare
   for page cache, DNS and DDOS mitigation.
 * I cleared both cache systems and new registrations are working again.
 * It would be nice if WP Core would notify before pushing out these auto-security
   updates.
 * I always clear the cache after doing updates and, could have prevented these 
   sites from falling on their faces if I knew when to expect the auto update, so
   I could schedule the caches to be cleared.
