Yes, this is built in. Go to Insights » Settings » Permissions, uncheck Editor under “Who can see reports?”, and save. Editors will no longer see the dashboard widget or any other MonsterInsights reports after that.

MonsterInsights places the Google Analytics tracking script in the page <head> and is built to minimize performance impact. The script is served from Google’s global CDN and loaded asynchronously, so it doesn’t block page rendering while it downloads.
