Yes, it’s a default behaviour.

The tag can be replaced dynamically if files are uploaded; if no files are uploaded, the tag will remain displayed.

But there’s also workaround to that if you want, I’ll give you the code that’s need to be add in your theme/functions.php that will remove the upload tag if it’s empty.

I checked the link you sent and it seems you are using the default file upload of contact form 7.

Can you create a test page and use our drag & drop file upload plugin?

Also, provide a screenshots of “Contact -> drag & Drop Upload” settings and your CF7 Form & Mail tab settings.
