FIXED:
In order to troubleshoot previous issues on the site I set WP_DEBUG to true.. After changing this setting back to FALSE within the wp_config.php file the “New Portfolio” button is responsive and I am able to add a new portfolio.
I hope this helps anyone that might be struggling with the same issue.
