Hi!Also having the same problem, tried updating to 2.80 and resetting the order, still no dice. I’m using a regular post type. New posts in the specified category don’t show in the reordering page.
Adding an existing post to the category tho works fine.

EDIT: adding a new post without the category and editing it afterwards to include it in the category works (or unticking the category and ticking it again).
Weirdly enough, I’ve only gotten this to work doing a quick edit in the all posts page, but not if I create new post without the category, publish it, and from the same post creation page add the category and update it.
Tested on wp 5.4.2 and 5.5.1
