When I upload a file in IE 10 then download the file it comes up with an apostrophe at the end of the file extension. It was happening before with a minus sign. But my original issue is that the page behind the popup is not grayed out. I was having trouble with it so I deactivated the plugin. I have gone ahead and reactivated the plugin as a draft. Let me know if you can see it.
