I had the 403 error also. It was a apache server mod security rule that was blocking it for me. If you contact your hosting company they may be able to whitelist that mod security rule that is blocking yoast. This solved the problem for me.
Has anyone found a solution for this yet? I have the same problem. Does your Google Analytics by Yoast: Settings page have a debug log? Mine does.
